SLC Rail – The Northumberland Line Project re-opened a former freight line between Newcastle and Ashington adding six new stations / Senior Commercial Manager NEC4

The Northumberland Line Project, a major passenger rail reinstatement between Newcastle and Ashington, is now fully complete following the opening of the final station at Bedlington on 29 March 2026.

SLC Rail and its sister company SLC Property acted as the client representative and technical consultants for Northumberland County Council (NCC) throughout the project. I was appointed as a Senior Commercial Manager by SLC Rail, to review contractual entitlement in relation to several multi-million-pound Compensation Events which had been submitted by the Contractor.

Siemens Energy Limited – New-Build & Upgrade of HV Substations / reinforcing electricity networks to accept wind connections / NEC4 Commercial Contract Manager​

Siemens Energy, in a joint venture (JV) with BAM, is building crucial infrastructure for the £900M Orkney-Caithness HVAC subsea link. This project connects the Orkney Islands to the UK mainland grid, enabling 220MW of renewable energy transmission to mainland Britain by 2028. I was appointed in 2023 as a Commercial Contracts Manager, my role was to engage with the client (SSE) from a commercial perspective, to ensure contractual objectives were met, moving from the design stage to implementation on a multi £Million project procured under NEC4.

Stonbury Limited – Reservoir / Spillways Civil Framework Contract / NEC4 Commercial Manager

Stonbury has a long-standing partnership with Northumbrian Water (NWG), exceeding 30 years, and recently secured a place on their Wider Ecosystem Framework for the AMP8 period (2025–2030). This partnership focuses on civil engineering, potable water services, and environmental improvements across the Northeast. I was appointed by Stonbury around 2021, when historical Compensation Events were being scrutinised where previously thought to be closed out. I engaged with the client’s commercial team and proactively found swift resolution to NEC4 contractual issues previously considered to be problematic by the existing commercial team.

Northumberland County Council – Highways & Civil Structures Team / Commercial Manager

Working closely with the Area Highways manager I was appointed to set up NEC commercial systems for an expanding team.

BAM Nuttall Limited – Civil Engineering & M&E / Refurbishment of Heathrow Airport Main Access and Cargo Tunnel’s / NEC4 Change Manager

Heathrow Airport Main Access Tunnel underwent a major £130 million refurbishment by BAM Nuttall and VVB Engineering, to upgrade the 1950s infrastructure. Key enhancements included structural concrete repairs, installation of modern ventilation, fire suppression, LED lighting, and upgraded CCTV systems to improve safety and operational efficiency. I was appointed to review entitlement in relation to several Compensation Events, including one relating to an extension of time whereby an instruction to stop the works had resulted in increased time and cost.​

Telent Technology Services Limited  - Rail / Installation of power SCADA 

Commercial Manager / NEC4 Contracts Claims

The works include the design, supply and installation of a new a SCADA master station system, human machine interface (HMI), communication systems backbone and remote terminal units to replace and consolidate the existing life expired systems. I was appointed initially to review several high value claims against Network Rail, which the company had been struggling to progress resolution of on their design and build MF/1 (Rev 4) form of contract.

Smith Brothers Contracting Limited - High voltage electrical power

Claims Quantity Surveyor

Resolution of a contractual dispute between SBC and their main contractor client, regarding numerous variation claims and a primary claim concerning a disputed trench width, which materialised post contract due to the vague wording of their bespoke design and build contract.

UPM Tilhill - Specialist Groundworks Contractor - Highways / Groundworks

Claims Quantity Surveyor

Resolution of contractual dispute between my client and Balfour Beatty Civil Engineering Ltd. Upon commencing their NEC3 contracts, my client found that methods of work envisaged at tender stage were no longer applicable, due to the changing physical condition of the ground, caused by abnormal weather conditions which ‘hard baked’ the site.

 

Rail, Civils & Construction Ltd Rail - Underground & Civils Senior

Quantity Surveyor / NEC4 Contracts claims

Resolution of contractual disputes between my client and Transport for London (TFL), concerning a £4 million framework contract procured under NEC3 Contracts Option A. The works involved minor civil works I.e. replacing nosing stones and tactile paving to numerous underground station.

Tube Lines Ltd Underground - Procurement Agent

NEC4 Contracts Administrator

Responsible for the delivery of three projects, namely the fire systems upgrade (NEC3 Contracts option A), Stanmore station final accounts (NEC3 Contracts Option A), and the communications and SCADA whole life contract - £50 million NEC4 Contracts Option C Target cost.

Balfour Beatty Rail Limited - Rail & Civils Major Works

Commercial Manager

BBRL were awarded the £35 million Gretna to Annan ‘track re-doubling’ project by Network Rail under an ICE Design & Build contract. The projects commercial team subsequently struggled to stay on top of contractual correspondence and manage change, I was appointed to help steer the project back on track.

 

AMCO Rail Limited - Rail & Civils Minor Works

Managing Quantity Surveyor

I was appointed by AMCO when the company secured a new framework contract through Network Rail under a JCT Measured term contract worth approx. £5 million / year. A new team had been assembled who had little or no knowledge of contract procedures, and I was brought in to help steer the project while a permanent commercial manager could be appointed.
